Commenced in 2022, improvement works on public spaces, facilities and the estate’s environment will be conducted in phases over five years in the five selected public estates, to test out the well-being concepts that were discovered in the well-being design guide. For example, by improving the environment of the public spaces and renewing the play and fitness equipment, to create a greater sense of belonging and inclusiveness for residents.

The accumulated experience gained from this pretest will serve as a reference for the Well-being Design Guide that keeps pace with the times, which also meets the needs and aspirations of residents in the aspect of well-being.

Methods, processes and scientific assessment

The consultant team adopted a scientific approach to select the first 5 estates to undergo the Well-being Design Pretest. By looking into the age, potential impact, management model, scale of the estate, actual needs and maintenance schedule of 193 public rental housing under Housing Department, (1) Kai Yip Estate, (2) Chak On Estate, (3) Fu Shan Estate, (4) Shui Pin Wai Estate and (5) Mei Lam Estate, were shortlisted.

Kai Yip Estate

Kai Yip Estate is located in Kwun Tong District with good transportation network. The estate was established in 1981 with approximately 4,200 units. Kai Yip is known for its wide food choices, as well as the popular Kai Yip Recreation Centre renovated by Gaw Capital, which many people visit the estate specifically for the center. The well-being concepts, Perception & Image, Family & Community Connection, and Intergenerational & Inclusive Living, will guide the design of the improvement works.

Chak On Estate

Established in 1983 with about 1,800 units, Chak On Estate is located at a tranquil hill in Sham Shui Po District, with a relatively high elderly population. Since the facilities and activities offered in the estate are rather limited, improvement works will be focused on the aspects of Health & vitality, Family & Community Connection, as well as Perception & Image.

Fu Shan Estate

Located in Wong Tai Sin District for 45 years, Fu Shan Estate has been a home for 2,300 units ever since. Despite its hilly location, the estate boasts a variety of shops, residents’ associations and NGO located in Fu Shan Estate. It is also connected with another housing estate as part of a big community. To leverage on the existing community resources, improvement works aiming to enhance Family & Community Connection, Intergenerational & Inclusive Living, and Health & Vitality will be the key in this estate.

Shui Pin Wai Estate

Established in 1981, Shui Pin Wai Estate is the oldest public housing estate in Yuen Long District, serving 2,300 residential units. There is a diverse range of public facilities and NGOs that serve the people in all ages. For example, centre for early child education, primary & secondary schools, elderly centres, etc. Aiming to create a liveable housing environment to the elderly, adults and children, the improvement works will focus on Intergenerational & Inclusive Living and Health & Vitality.

Mei Lam Estate

Lying next to the Tai Wai Nullah in Sha Tin District, Mei Lam Estate was established in 1981 with about 4,000 residential units. With decent offerings of daily supplies, public facilities, nullah and trees within and surrounding the estate, the environment of the estate is pleasant. The project will leverage the estate’s features to further enhance the well-being concepts on Green Environment & Sustainability, Health & Vitality, Family and Community Connection.
